The business owners interviewed told Zheshang that the notice of production suspension was received before noon on September 21st, and the people from the Ma'an Street Industrial Office or the thermal power plant where the industrial zone is located notified them on the phone (the company has not received a formal written notice so far Notice), the content is that the steam supply will be stopped at 2 pm on the same day and completely stopped at 8 pm. On September 17, a business person saw an "Information Letter" issued by Zhejiang Zheneng Shaoxing Binhai Heating Power Company in the WeChat group of the industry. The content was "Affected by various factors such as import restrictions and increased domestic demand. The required high-calorific value coal is always in short supply. All the heating units that provide steam to our company have tried their best to purchase, but it is still very difficult. Affected by this, the possibility of requiring all thermal users to use steam in an orderly manner is not ruled out. For this reason, I would like to inform you in advance, please make sure to make arrangements for your own production plans in advance."

An enterprise person said that the "orderly use of steam" mentioned in the notification letter, the enterprise has a mental expectation, because the use of steam is the same as electricity, sewage, etc., often facing "ordered use", usually in the region. Stopped one by one, for example, a company stopped two days a week.

The business owners interviewed said that they were dumbfounded after receiving the notice to completely stop the steam supply. All production is in the middle of the process, and the cloth is immersed in the tank, too late to complete; half of the production is stopped, half of the dyed cloth is quickly wrapped in plastic paper, otherwise it will be a defective product; It's useless for ten days.

Business owners are like headless flies, calling everywhere to ask what is going on. A business owner received a call from the person in charge of the street, saying that the street needs to carry out the orders from the higher level, and asked him to explain to his colleagues.

The person in charge of the interviewed company analyzed that the suspension of steam supply this time may be related to the government's dual-carbon target constraints. Some companies mentioned to the reporter of Zheshang that on September 17 they had received a letter of notification from Zhejiang Thermal Power Company via WeChat, to the effect that the purchase of coal was relatively tight, and it did not rule out the “orderly use of steam” for thermal users. possibility. It may be that such "information" is not too "official", and the person in charge of the company who received the WeChat did not pay too much attention to it, because "orderly use of steam" is more common, and companies will generally be suspended for one or two days in turn. Until all supplies were suspended on the 21st, some business leaders kept mentioning relevant information in their communications in an attempt to retroactively restore the suspension.

The national printing and dyeing industry has annual sales of more than 100 billion yuan, and the production capacity of Keqiao printing and dyeing industry accounts for 1/3 of the country. A business owner with more than 1,300 employees said: "Customers are rushing to death, but orders are only half done. Customers call to let us hurry up. How should we hurry up? My heart is under great pressure. If we stop for 10 days, many companies I will definitely not be able to deliver it. This year the price of raw materials and ocean freight will increase, and we can only guarantee the capital, but now we are even more at a loss."

Under the suspension of production, business owners are worried about losing market opportunities. September and October is the peak season for the printing and dyeing industry, and many companies have high expectations for autumn orders. Due to the suspension of production, customers have already lost. The interviewed business owners have no idea that they will stop production for 10 days, so should employees take a long vacation or what? They worry that if they take a long holiday, employees may have to go back to their hometowns, and production may be disrupted by the epidemic after returning to the factory. This afternoon, some printing and dyeing business owners in Keqiao District will meet to discuss the issue of employees' holiday. In the past two days, some business owners have also received calls from banks about the suspension of work. Various banks have a large amount of loans to enterprises in Binhai Industrial Zone, so they are very concerned about the suspension of production.

Textile orders are transferred to the surrounding

The owner of Keqiao printing and dyeing business noticed that in Yuecheng, Shangyu and Paojiang in Shaoxing, as well as Xiaoshan in Hangzhou and Haining in Jiaxing, steam and electricity are half-on and half-off, and production is still possible.
